It's funnier and kinda tragic story-wise when Ian Flynn exploited this inconsistency to actually make some character development for Rotor. Turns out, Rotor never cared about the kingdom's anti-gun laws until he made a really big weapon and accidentally injured people with it.

So, here's something interesting about Kage Von Stryker: He wasn't supposed to exist. The Return to Angel Island arc originally featured Helmut Von Stryker as antagonist, but partway through its development, the staff was told they couldn't use him, for some reason. (1/4)
