First, just look at the present. SEPTA's budget is $1.75b. The most similar system, the MBTA, is spending $2.5b. Like SEPTA, they get less than $500m in fare revenue. So the extra $750m in operating expenses is all subsidy. SEPTA is asking for less than 1/3rd of that difference.
