Art.61 of the UNCAC points to the need for a reconstruction of the reality, a reconstruction of the phenomenon and therefore a "knowledge" of all its forms "as well as the circumstances in which corruption crimes are committed". ../3.

Therefore, the issue of measuring corruption plays a central role in the prevention and fight against corruption, which for too long has focused on an approach based primarily on the perception of corruption. ../4. #UNCAC20 #UnitedAgainstCorruption

Measurement indices based on perceptions of the level of corruption have therefore gradually shown some inherent limitations due to a subjective analysis of the phenomenon, which can lead to distorted and partial results. ../5. #UNCAC20 #UnitedAgainstCorruption
