I’m thrilled to announce that the first chapter of my dissertation is now available to read, cite, and/or stare at lovingly at PRQ! I demonstrate how presidents strategically alter the traceability of directives through publication and publicity to avoid sanctions from Congress.

Here we go again. "Can he do that?" SCOTUS 2014 held POTUS may make recess appointments during recesses of 10 or more days (conditional on House also agreeing to adjourn for more than 3 days). Can't filibuster (so majority vote) adjournment resolution. Would new H/S go along?

Given recent news, I’m happy to share a working paper quantifying presidential deviations from enacted budgets from 1958-2018. Analyzing agency/bureau level data on spending and presidential requests, I find that presidents spend less than appropriated when they desire to.
