It's really weird. I get it that judges can decide on individual circumstances of a particular case, but this seems to be a decision that the law just shouldn't even apply to a particular group of people.

Introducing 90 min fare outside Dublin would help, too. Using multiple modes here (bus + train) in Galway, on the rare occasions that the schedules line up, is very expensive. Yet "Galway is one of the most gridlocked cities in the universe" continues to apparently confound.
