You’re trying to find a problem when likely there isn’t one.

The water came down the river bed. Where I live we have sensors on bridges connected to NOAA. They monitor river water levels and it doesn’t even flood here. In Texas they should be on every bridge in flood prone areas and connected to the weather alert or siren system.

At a camp, on a River, in a flash flood prone area EVERY camper should have been issued a life jacket that was stored under their bed. This camp is close to 2k a week. Life jackets are cheap. That’s how it was at a YMCA camp I went to >50 years ago.
