Costs have to get borne somewhere and if it's not higher shelf prices, it'll be something else like fewer sales or more expensive delivery or layoffs in the companies to reduce operating costs.

I think my answer to that would be that, if the evidence were that overwhelming, we would be able to forge a political consensus for making a modification. That might be me being naive.
