I think my answer to that would be that, if the evidence were that overwhelming, we would be able to forge a political consensus for making a modification. That might be me being naive.

It's actually pretty flat since November. There was just a big spasm in April but, ultimately if you take out that man-made event, it's been kinda flat for 8 months.
