Least surprising part of Ty Hill's mistreatment by Miami police? The police union reflexively defending bad behavior by cops. They can say he wasn't arrested all they want -- we saw someone handcuffed and placed on the ground. The Constitution calls that an arrest.

This decision threatens an important accountability tools that's been used for decades. It makes no sense to allow takeovers of only departments that want to be taken over -- that would protect the worst, least functioning departments.
