Punitive charges on the motorists least able to pay them without viable alternatives will lose elections week in week out. LTNs vary widely in implementation - the worst are net unpopular. Typically however they are significantly net popular and opposing them loses elections.

This is completely correct. The lesson of Uxbridge is that environmental policies cannot be clumsily designed, hair-shirt experiences for consumers/taxpayers. We need to align them with market forces in the way we have successfully done with energy generation. (1/2)
