One thing I'm confused about is why Toronto used a draft pick on Spooner (especially a high pick since she went 23rd overall) if she was approved for a compassionate waiver. Couldn't they have waited to sign her in free agency?

By my count, there are a total of 6 players of color either signed in free agency or drafted into the PWHL, out of a total of 108, with more free agency signings to come. 2 signed in free agency and 4 drafted. That's about 5 to 6%
