Today's budget speech: "we must correct the underlying behaviour of non-payment (for electricity)". It seems to have escaped the state's attention that 4.5m h/holds live below the food poverty line. Presumably they should all "correct" their behaviour by starving themselves.

Para 6.12 of Treasury's Eskom Municipal Debt Relief programme requires that funding received for free basic services must be used by the municipality to pay its Eskom account. That is, the poorest households in the municipality will forfeit free basic services to pay Eskom.
