Road safety is a shared responsibility. HAWK signals only apply to pedestrians, not drivers, this MD driver must be thinking.

In DC one must stop for a solid yellow light if it’s safe. Metro Forward bus can probably be excused, but the rest of the drivers just treat the DDOT DC’s HAWK signal as a stop sign: just keep going.
