Cost of maintaining UPI is ~10k crs. Govt already pays 1.5k crs plus incentives. RBI should pay the rest. If there is to be a fees it should be charged by Govt and limited to covering fixed costs only and not MDR that will generate massive surpluses for foreign owned Gpay/Phonepe
