Carving out the area of the state that’s thriving, while forcing this mandate in communities that are still struggling to rebuild from the Great Recession, is simply backwards.

If Albany's backroom deal on "prevailing wage"—i.e., mandated union contract terms— is as reported, coming on top of universal rent regulation opt-ins and the climate bill, it will be another nail in the coffin of upstate New York.

If carve outs are necessary that demonstrates lawmakers recognize certain projects would not be built due to sky rocketing costs, without those exemptions.
