Yes this is the basic contradiction in the policy. Rwanda must sound terrible to be a deterrent. But it cannot be considered terrible or else they'll look like bastards. It therefore exists in both states simultaneously.

Has there been any more recent research into the types of science enquiry we do in primary schools? I keep seeing the AKSIS figures of the proportion of fair tests, but that's from 1998 kcl.ac.uk/archive/websit…. Anything more recent?
