"Rt Honorable Speaker, I'm told part of the reason we had the Kiteezi landfill collapse is corruption in Kampala Capital City Authority (KCCA) . Mr Speaker, we (MPs) don't even know the budget for this Parliament of Uganda. But I'm told there is a huge budget for Parliament to move around and hold plenary sessions
