Lead now, or later, but the longer the rebuilding of the Gardiner goes on, the costlier it becomes. The cost of stopping the Spadina Expressway - which also was partly built and remains as the Allen Expressway - was unfathomable at the time. But imagine if it had been completed!

Briefing Note from staff is short sighted, siloed: no mention of the fact that stopping the rebuild now would enable us to create a new waterfront neighbourhood with 8000 new homes. Eight thousand!

Either we do the right thing + kill the Gardiner rebuild, repair our waterfront + restitch the east end into the fabric of the city through new streets, housing, parks and transit, or our kids will end up doing it 20 years from now. After the entire $2 billion has been spent.
