Avatar characters regularly perform new bending techniques they couldn't use before, either from a literal few hours of training and/or in life or death situations. There are many things in the Korra series to be butthurt about, but Bolin learning Lava Bending ain't it.

This is directly from the Korra Season 1 art book, stating that lightning bending used to be reserved for Fire Nation Royalty and high ranking officers. The reason you don't see all of them perform lightning bending is because of what Iroh said. Both can be true.

Zuko's fire bending is much more powerful and controlled. While Mako tends to use lightning when he is losing a fight and ends up winning at least one that way, Zuko can just redirect it.
