Are EU ambassadors Governors in countries they are posted? Are we back in the days of Andrew Cohen, Fredrick Luggard etc? They know what is good for Uganda more than Ugandans! Soon they might supervise DPCs, CAOs. Gen Muhoozi is supervised by the CIC & Ugandans not ambassadors.
