We are working on this! AB253 will speed up the approval process for new homes by allowing home builders to hire a licensed 3rd-party reviewer for review of housing permit applications if the local government cannot or does not complete their permit review within 30 days.

Today’s meeting clarifies gov’t is paying for/doing the remediation & debris removal. There will likely be an opt-in option for this scope. 15k lots. opt-out only for exceptional cases. Starts Monday. Ppl told me equip. staging @ Gillette Ranch & Occidental college by FEMA

Start now, use the free time: Homeowners and business owners the Palisades in Altadena areas, should start their design process now. When asked, we’re recommending people begin the design and plan check process as early as possible. You can utilize the 12 to 18 month cleanup

Totally agree with Scott’s sentiment that the rebuild process should be started as early as possible. My experience with Woolsey Fire rebuilds is that you get most exemptions and help early on. After a while, projects had to content with changing rules, more restrictions, and

NEW: Residents impacted by the Palisades Fire now have access to a 15 page form to give Los Angeles workers right-of-entry permission for debris removal. On the final page they request a sketch of the property. #PalisadesFire

Day 29 Palisades permit update: Still waiting. This rebuild streamlining press conference was 41 days ago. Which regulations were slashed? Where is the regulatory relief? We've had to submit paperwork and coordinate with 6 departments (so far).

Day 31: Still no Palisades permit. LA City's "One-Stop" Rebuilding Center says the delay is because the Mayor Karen Bass's office hasn't issued a memo telling Planning to follow Governor Gavin Newsom's exec order exempting ADUs on fire rebuild lots from coastal review. A memo. That's it.

New expanded fire hazard zone maps are out. Will affect application of some state and local housing laws. For example can’t qualify for on-menu db incentives for very high fire hazard severity zones. You can check out a comparison map here: osfm.fire.ca.gov/what-we-do/com…

Price Gouging Rules for LA Rentals: If you are a property owner or management company renting an apartment that was vacated by a long-term tenant with below-market rent and is now being listed at market rates, it’s important to review California Penal Code 396, particularly

LA’s Measure ULA passed with good intentions: tax high-value property sales to help low-income renters. But the early evidence is sobering: transactions have collapsed, revenues have fallen far short, and housing projects are harder to build.

Mayor drops Exec Order 6, establishing a pilot program for some self-certification on fire rebuilds. Lots of complication to self-cert, but giving it a try is a good idea to respond to crisis. Kudos to Mayor Bass.

“It’s time to accelerate urban infill. It’s time to exempt it from CEQA. It’s time to focus on judicial streamlining. It’s time to get serious about this issue, period, full stop.” @gavinnewsom endorses AB 609 from @buffywicks and SB 607 from Senator Scott Wiener.

Does U.S. Supreme Court's big new NEPA decision have implications for CEQA? Yes! The liberals' (!) concurring opinion strongly reinforces an argument that Tim Duncheon & I made for judicially narrowing the scope of CEQA review of housing projects. 🧵/16

Massive CEQA news. AB609 language just released in the budget trailer bill (AB130). Labor provisions are in BUT are workable. (In LA county $24-36 per hour wage floor) very different than prevailing wage (AB2011/SB35). This is it. Finally. CEQA reform for real. Let’s go!
