If I am correct, Dr. P.N. Okigbo led a study (in either the 1970s or 1980s) that determined that Nigeria's Middle Belt (especially the Benue Basin) had the potential to feed West Africa. So what the Nigerian Government do with that information? Allow terrorists to thrive there.
