It's a horrible idea. This isn't a naval quarantine of Cuba. A naval blockade is a recognized act of war. Not only does it have the effect of breaking the ceasefire, you'd have to be willing to interdict Chinese, Indian, and Pakistani ships, who are all recognized nuclear powers.
