That debt agencies are able to just get warrants for many hundreds of forced prepayment meter installations with zero oversight is horrifying, though prepayment meters themselves are always utterly inhumane, nothing but a way of making poor people pay more for *vital* fuel.

Everywhere I've lived with prepayment meters has been hell, and we've always (as a household) had the ability to keep them topped up, even if we frequently lost electricity/gas when they ran out overnight. The costs add up extremely quickly and you can never be much in credit.
