War crime or war strategy?

We need to understand that these attacks drive mass displacement, that forced dispersion is the objective, not the outcome - and the means to achieve ethnic cleansing.

Targeting hospitals is a high yield war crime.

The military logic of attacking healthcare and aid workers is illegal but impeccable:

--it amplifies the harm of civilian attacks
-- it drives forced displacement
--it facilitates political dominance and ethnic cleansing

Saying Healthcare is #NotATarget misses the point:
it IS a target.
Attacking healthcare is illegal, but as a military strategy, the logic is impeccable:
- amplifies the harm of war
- creates intolerable living conditions
- drives forced displacement
