Patients should not accept being cared for by unvaccinated healthcare workers. Parents should not accept their vaccine ineligible children <12 being taught by unvaccinated educators.

This is not a vaccine mandate. This is vaccine encouragement. All that is mandated is an education session for the unvaccinated and rapid testing paid for by the government (ie. the public).
