EIC AI the reckoning Sadly we can confirm this is real. Grant agreement signatures are postponed for the 4th time for blended cases without any guarantee to be completed before summer. Only a few of the grant-first and grant-only cases from June have received prefinancing...

EU start-ups in limbo as Commission dithers over EU_EIC_followers. Last year’s award winners are still waiting for their money. @MEP_Ehler tells Science|Business that if the problem is not sorted out, he will push for the EIC Accelerator to be defunded. bit.ly/3wj2Wgu

Science|Business EU_EIC_followers @MEP_Ehler Just to share some data: in ‘21, Blended Finance was awarded to 92 companies requiring 751mn in funding which was 76% of total allocated budget for that year. Can you imagine the scale of the problem?

Ms Anna Panagopoulou , yesterday in ITRE Committee Press you also said "for the cut-off of June 2021, 65 companies were already selected for funding [...]34 companies requested blended finance [...] now in the process of finalizing the contract [...] 17 prefinancing have been already paid"

Our take: In early 2022, the EIC Fund Investment Committee was barred from making investment decisions on cases from the June 2021 and October 2021 deadlines, which in turn froze the grant agreement process 4 companies that had selected the “blended finance”option(grant + equity)

This stalemate led to unacceptable financing delays for companies that had been notified of their success between October 2021 and December 2021. The 17 companies mentioned received their first grant financing in July 2022.This means that the “time to grant”

(an internal KPI of all EC funding instruments measuring delay between the submission date of a successful proposal and its first funding instalment) grew from 5 months (under the #EIC Accelerator pilot) to 13 months (under #HorizonEurope), leaving a nb of companies cash-strapped

So what happens when the College of Commissioners has to approve every single EIC Accelerator award decision? More delays.
