I’m in West Virginia documenting the homeless crisis. I specifically went to Martinsburg, West Virginia to learn why they have such a high per capita rate of homelessness. Every single homeless

person I spoke to admit there are too many resources and they’ve made it too easy to be homeless.

A West Virginian Homeless man admits the services are so plentifulness many homeless lost the motivation to change. He said his community attracts the homeless from other states. There’s a fine line between compassion and enabling which leads to dependency.
