Kenya' Budget for FY 24/25 included a planned total borrowing of KES ~514B (Frame 1]. The President now says this borrowing will go up to KES 1T. Does this mean expenditure cuts of KES 346B promised last week to plug the gap left by the Finance Bill (Frame 2) has been abandoned?
