The European Council is not a legislator (expressly states the Treaty), but when the Commission let EU leaders to set aside existing laws (eg Migration pact, combustion engine ban, CSRD, etc) and de facto replace them by new ones (eg return hubs, etc) is empowering #EUCO to call
