Some agencies have declared El Niño, so why hasn’t Bureau of Meteorology, Australia? Different countries have different metrics for declaring the event. Pacific Ocean temps have reached El Niño levels, but there hasn't been a confirmed shift in the tropical atmosphere. More info: ow.ly/krpm50P3BwE
