Frank is right. I menstruated for about 30 years. Never once in all those years did I offer sanitary protection to nor seek it out from a stranger. Women have to keep track of their own menstrual cycle and be prepared for obvious reason.

I work in an A&E dept with 2 TiMs. They have access to the communal female changing room, loo & shower. The majority of female staff have self excluded.
My direct experience is at complete odds with your account.

Please would The Telegraph or @theTimes do a piece about how unpleasant it is for women to use the 'gender neutral' loos in theatres like @OldVic, Lyric Hammersmith Theatre and many national galleries? It's embarrassing for men as well as dangerous and distressing for women.
