The final stage of the spiral of denial is to admit that the abuse occurred but to justify it. To suggest that it was the fault of the victims, or that there was no other way.

'IT DIDN'T HAPPEN'
The first reaction is often to deny that anything occurred at all. This lasts until international bodies produce evidence that it did occur

This is straight from Stanley Cohen's thesis on interpretive denial as an attempt to neutralise.

Something happened - 'an incident' - but it's not what you think it was.

Waiting for international law to determine the confines of genocide is what got us to Rwanda and Former Yugoslavia.

Retrospective genocide acknowledgement does absolutely nothing to prevent genocide.

Why do we continue to trust law and fail?
