Professor Kraska is Chair of the Stockton Center for Intl. Law at the U.S. Naval War College and a Professor of Intl. Maritime law there. He served 20+ years as a U.S. Navy judge advocate, and has published a variety of articles and books about maritime disputes and intl. law.

“Both the AO and the SCS have featured a lot of legal disputes, I would suggest this is a good thing because we are engaging in competition through the legal process rather than through other means... we can principally credit the Law of the Sea for providing these boundaries.”
