HAP was a shift in housing policy away from building social housing to renting it off landlords introduced by Fine Gael in 2014- its a failed policy

There are only 38 homes nationwide available for people on Housing Assistance Payment (HAP).

The HAP system is expensive, dysfunctional and provides no security for renters.

Focus and resources should be targeting new build social and affordable homes.
