The UK intervenes first. It suggests the inclusion of 3 principles:
1) Maximising participation and coverage - in terms of country views
2) Comparative advantage - prioritise issues not adressed elsewhere
3) Subsidiarity - things that can be decided nationally should be decided…

3) results of processes that have not been inclusive should not be incorporated into the Convention, 4) time of this Committee is too precious to spend it trying to change decision making rules that this Committee does not have the mandate to change (it must follow GA rules).

In the civil society intervention, Tove Maria Ryding from Civil Society Financing for Development Mechanism and Eurodad points out that 1) capacity building makes sense as long as the Convention is about more than capacity building, 2) any Protocol must develop commitments that must be included in the Convention itself....
