I see little evidence of LTNs reducing car use & car ownership. LTN schemes must be improved to reduce traffic emissions on main roads before increasing it. The scheme designers must acknowledge and act on this.

Should phased car ownership reduction, by not issuing new parking permits inside LTNs, be part of the LTN scheme.
