In a letter to SEJ, the Department for Transport has said that its new guidance on LTNs will be published in the summer: 'As statutory
guidance, local authorities will be required to have regard to this guidance when developing and implementing LTN schemes.'

I've now read all 79 pages of the govt's LTN review. There is plenty I could say about it but for now I thought I'd focus on unpicking the survey evidence that suggests LTNs are more popular than not. My analysis has found this conclusion to be a very misleading:

Recently we've heard much about traffic evaporation; that the traffic on the LTN overspill roads will disappear in time. But evaporation is not a given as even LTN enthusiast Rachel Aldred recognises in this quote from Sally Cairns, co-author of the seminal study on evaporation.

PaulHowarthUK This was the case for the original scheme and the pared down version. The Council had to admit this as it was the simple truth.

I think it’s a mistake to defend Lewisham’s LTNs like this when the Council has no plans to create any more. It’s an admission that it doesn’t believe its own arguments. FWIW I don’t believe that the Council has the baseline data to make any claims about the effect of its LTNs.
