I think what they mean is the equivalent standard of English (or Welsh, BSL, Gaelic, Irish, ISL, Scots or Ulster Scots) to what the kids reach in French, German, Russian or Spanish (other MFLs are available) when they get an E at A-level, i.e. a low B2. So, sorry; no Ian McEwan.
