But I'd like us to be greatly concerned with the process of policy formulation. Any policy formulation that is not inclusive, participatory, democratic & collaborative, even if the implementation is inclusive & participatory, it may likely fail.

All relevant stakeholders must be involved. To be effective & impactful, public policies of all sorts must be driven by research evidences. Evidence-based policies are all that we need now. We'll do better with such.
