Why are many public services in Germany unavailable online, and when they are, is the user experience often relatively poor?

Germany’s #democracy is under threat. With fateful state elections scheduled for this year, it was powerful to see some 25.000 ppl spontaneously gathering in front of Brandenburg Gate today to show their opposition against the far-right—and it felt good to see friends+colleagues.
