Voice of San Diego, saying these cities "want to level the playing field" is misleading. The current voting system ensures each city votes its population, a truly level playing field. What these conservative SANDAG reps want is an Electoral College model. voiceofsandiego.org/2023/01/10/sma…

As the article notes, "the city and county of San Diego ... represent 57.4 percent of the county’s population and 57 percent of the board’s vote. The 10 cities that sent the letter collectively make up 23.5 percent of the county’s population and 24 percent of the weighted vote.
