Meeting today of Edinburgh Association of Community Councils. Presentation by CEC Dept. of Community Empowerment Engagement provokes the response from CCs that ‘we ARE engaged - but we are NOT empowered”. Difficult to get new people to join CCs when they are seen as powerless….
