It applies to buildings with 2 or more units built before Oct 1, 1978 (about 70% of units in the City of LA). You can look up whether your building is covered on zimas.lacity.org.

In the coming weeks, the City Council will decide whether and how to change the formula. We must hold them accountable to making it as strong as possible to protect renters.

Based on that, every May, the Housing Dept decides how much LL's can raise rent in the coming year, and are limited to between 3% min - 8% max.

The 3% min increase means the city guarantees LLs can always raise rent, even if inflation is lower than that. Inflation has been lower than 3% for 23 of the past 30 years– so housing prices have skyrocketed and landlords have been raking in extra profit at renters’ expense.
