100% this I spent time interviewing people in food banks a few years ago & the thing that came up time & time again is how hard it is to overcome barriers & make progress when you're consumed by the day-to-day mental & physical struggle of trying to make ends meet

For a long time the social care field was pretty fragmented but recent years have seen increasing consensus & practical collaboration. This is the latest & is significant. Things are not as they were - there is now a firmer base on which long term reform can be built. #TimeToAct

Well yes, but fortunately there are many really visionary DASSs already leading transformation with people who draw on care - so lots he can do by working with people rather than directing.

Another key failing has been support for older people to regain independence. There’s been no real change in the % of older people receiving rehabilitation/reablement services. This is an area ripe for investment if the govt wants to deliver its mission on prevention.
