Ahead of a D.C. Council hearing tomorrow on a bill from Brianne K. Nadeau to create a 10-cent refundable deposit for bottles and cans, her office organized a boat trip up the Anacostia River to show how many bottles come off of streets and sidewalks and end up in the water.
