The congressionally-mandated Department of State report on last year's assassination of Haiti's president was due more than 6 weeks ago. It has yet to clear an inter-agency review. Wouldn't be surprised if this requirement is causing some headaches at various three letter agencies.

The US is pushing a military intervention in Haiti because the situation on the ground is so dire, yet at the same time is taking steps to ensure that Haitian asylum seekers cannot make it to the US and will be returned to Haiti "as quickly as possible." Makes sense.
