Upwardly mobile Black and Hispanic students, who come from families with no wealth, must borrow heavily to attain high incomes. So, an income cap on debt forgiveness has the perverse effect of punishing over achieving students of color who borrow to pay for their boot straps.

America ran a bad experiment on the Gen X and Millennials, what if colleges were tuition driven. It failed. So, an immediate issue is how to make them whole compared to previous generations. Now we must return to the old model: the public supports higher education.
