This is a useful point: 'scaling small' isn't the same as 'small-scale'

It's about enabling smaller presses to 'realise the advantages of scale' The White Horse Press

& thus enabling more presses to shift to : 'scaling up' OA book publishing *without* sacrificing smaller presses.
