What is this I have heard about pensioners paying prescription charges?

Why exactly are cycles not thought to be mobility aids? We don’t say dinghies are not a type of water movement tool. Why do we have illogical sets of tools?

For example I am unaware of any UK health services that explicitly and commonly prescribe trikes although in Denmark they are as an ordinary neuro rehabilitation pathway. What is this obvious failure to be systemic about?
