When Living Wage = £23,795, cut-off at £12,000 IS too draconian. £19,999 is more reasonable. Allows for no mortgage/lower rent but higher need for heating.

Yes, pension credit threshold is only £11,500 a year and £3 a week less than new state pension, so those with full NI contributions lose WFA and are worse off than those with partial contributions, makes no sense. Principle of not paying WFA to all is OK but the cutoff is too low

Agreed. Setting the WFP threshold at the level of the national living wage would be sensible.
